1. What the AI Advisor does

ForoCivic uses AI-assisted analysis to summarize, organize, and interpret structured public input collected in the platform.

Outputs may include synthesis of arguments, sentiment balance, participation patterns, and emerging areas of agreement or tension.

AI outputs are intended to support municipal staff review, not to make policy decisions.

The platform does not authorize AI to approve, deny, or finalize public policy, procurement, enforcement, or legal determinations.

Municipal staff must review AI outputs alongside underlying public input, official records, and staff judgment.

Human review is required before using any AI-assisted output in a public communication, formal decision, or legal record.

AI outputs may contain mistakes, overgeneralizations, or incomplete interpretations.

The platform improves interpretability by structuring input, but structured input does not remove uncertainty or bias.

ForoCivic structures public participation through issue framing, pro and con arguments, surveys, and staff responses before analysis begins.

This structure improves traceability and makes it easier for staff to validate AI outputs against the public record.

AI outputs should be reviewed in context and archived with the underlying issue record where appropriate.

If a municipality chooses to publish AI-assisted summaries, it should also make the underlying public record available for transparency.
